Gatekeep check should include all active members until Six Weeks

Problem

Currently, you must reach the requirements to be a voting member on Conditional. However, this requirement should only kick in after six weeks. Until then, all active members should be voting members

Solution

One option is:

Making all members able to vote until Six Weeks (with the date set by the Evaluations director)

But if you have another idea, I believe in you. (or add it to this thread)
