[elasticache-controller] UserGroup updates not applied #2749

Describe the bug
Updating spec.userIDs on an existing UserGroup resource does not result in any change in AWS ElastiCache, even though the ACK controller detects drift and reports a successful update.

Steps to reproduce

  1. Create a UserGroup manifest with a single user (e.g., user-1).
  2. Apply the manifest (kubectl apply). The resource is created successfully in AWS.
  3. Edit the manifest to add a second user to the userIDs list (e.g., [user-1, user-2]).
  4. Apply the updated manifest.
  5. Observe the controller logs: it detects drift (A vs B) and reports updated resource.
  6. Describe the AWS resource (aws elasticache describe-user-groups).

Expected outcome
The UserGroup should be updated to include both users. Instead, the newly added user is never applied, despite the controller reporting a successful update.
