Docker image per problem so we can change dependencies without weird side effects.

 Probably in reference-kernels we'd reference some Dockerfile as well that would need to be built and then build it and then make sure it's used in Modal

For on prem this might be a bit clunkier

I could be convinced that we don't need this but it feels nice for reproducibility
