Use AI to notify of new top submissions (replacing the lost Discord notification).

Maybe this isn't really an AI feature but we want to gamify notifications
1. When a new top entry is made
2. When someone is submitting way too much
3. When someone lloses their top spot trash talk them

For this feature need a good design to intgrate notifications in discord from a webhook
