More Copilot tools!

Let's add even MORE copilot tools!

• Compose up/down/stop/etc.
• Attach shell / maybe attach VSCode
• Configuration readout? i.e. a tool that can tell Copilot what the current container client config is, e.g. Docker vs Podman, env vars, etc.
• Docker build

We chatted and decided not to do Docker build--the main reason is that Copilot can do a reasonable job of creating a CLI command, and there are SO many arguments that it seems more likely we'd constrain it too much.
