Clarification Needed: Windows - Please ensure ~/.claude directory exists.

I have compiled and can run the application, but when I go to the settings page I get the message:

Failed to load settings. Please ensure ~/.claude directory exists.

Claude code is installed and running.

claude --version
2.1.20 (Claude Code)

Where is the app looking for this ~/.claude folder on a windows computer?

I didn't see this in the list of common issues. If there's a step I missed, please let me know what it was.
