Closes Unidata#2356 as it implements an equivalent to GEMPAK's JCBN function. The approach is modeled on the deformation calculations.

Implements an equivalent to GEMPAK's JCBN function. The approach is modeled on the deformation calculations.
This is a draft for now because:
