Removed the push trigger from the workflow and standardized string quoting to double quotes for consistency. Also updated some step names for uniformity.
Bump cargo-dist version from 0.30.0 to 0.30.3 in both the GitHub Actions workflow and dist-workspace.toml. Also update the workflow to require the plan job to succeed before publishing.
