Allow users with triage role to run issue-triage workflow

The issue triage workflow was restricted to users with write access or higher. Users with read-only access (triage role) could not manually trigger it via workflow_dispatch.

Changes

• Added roles: [admin, maintainer, write, triage] to .github/workflows/issue-triage.md frontmatter
• Recompiled workflow to update .github/workflows/issue-triage.lock.yml

The workflow now permits read-only repository users to manually run issue triage through the Actions UI while maintaining all existing permissions and security constraints.
