move ruff ignore,select to lint section

Purpose

ruff has moved some options to lint section.

$ ruff check
warning: The top-level linter settings are deprecated in favour of their counterparts in the `lint` section. Please update the following options in `pyproject.toml`:
  - 'ignore' -> 'lint.ignore'
  - 'select' -> 'lint.select'
All checks passed!
$ ruff format
warning: The top-level linter settings are deprecated in favour of their counterparts in the `lint` section. Please update the following options in `pyproject.toml`:
  - 'ignore' -> 'lint.ignore'

Thanks so much! That reminds me that it'd also be good to move this repo to use ruff.format and the new type checker, I'll make issues for those.
